CG Supplementary Budget: Raipur. The second supplementary budget of Rs 12,992 crore 70 lakh 98 thousand 800 for the financial year 2023-24 was passed by voice vote in the Chhattisgarh Assembly today. Chief Minister Vishnu Dev Sai, while replying to the discussion in the House, said that we are going to start fulfilling the promises made to the public in our manifesto through this supplementary budget. He said that at the age of 10, the shadow of my father was gone from my head, but I want to assure the youth of the state that I will always work for your betterment as a father and a guardian. I will be ready like a brother for the safety and prosperity of the sisters of the state. While fulfilling my filial duty, I will always strive for the health and facilities of all the elders of the state. I will never step back in dedicating my all for the betterment of every citizen of Chhattisgarh. He expressed gratitude to the general public for the unprecedented support received from the people of Chhattisgarh.

The debt burden on the state has increased
Chief Minister Sai said that the previous government had presented a budget of more than Rs 1 lakh 21 thousand crore, big talks were made about the schemes, but the government did not make concrete efforts to generate revenue. The result was that in the last five years the previous government took huge loans to meet the expenses. When we handed over the treasury after 15 years of rule, in the year 2018, the state had a total debt of Rs 41 thousand 695 crores. In a period of just five years, this amount of loan increased to Rs 91,533 crore. In this way, the previous government did the work of taking a loan of Rs 50 thousand crore in five years. Despite finding the treasury in such a difficult financial situation, our government is determined to fulfill each and every promise of Modi’s guarantee.

Regarding the previous government, the Chief Minister said that in your public manifesto of 2018, you had promised to provide rural and urban housing, but instead of providing housing to the people, you also provided the benefits of housing under the Pradhan Mantri Awas Yojana of the Central Government. snatched away. In addition to the permanent waiting list, most of the states also sanctioned housing to the families included in the Housing Plus list, but you did not take any action. Due to the apathy of your government, I was forced to write a letter to the Union Rural Development Minister to bring progress in the approval of 7 lakh 82 thousand rural houses of the permanent waiting list. The minister of your government had to resign. Those who do not get housing are deprived of housing. Those who got it are half-baked. Villagers who have started building houses with one installment are completing the houses by taking loans.
Modi’s guarantee has promised to provide permanent houses to 18 lakh rural families of the state under the Pradhan Mantri Awas Yojana, hence our government has decided to approve 18 lakh houses in the first cabinet. A provision of Rs 3,799 crore has been made in this supplementary budget to provide the first installment amount to poor families for constructing houses. With this, poor families will get the benefit of housing, as well as there will be an increase in housing construction activities, which will give impetus to the economy of the state. The Chief Minister said that former Prime Minister Bharat Ratna Shri Atal Bihari Vajpayee, understanding the pain of the people of Chhattisgarh, gave the new state of Chhattisgarh. Chhattisgarh has been created for the progress and prosperity of its citizens. We want to make these dreams come true through this supplement. In Modi’s guarantee, farmers were promised two years of outstanding paddy bonus. A provision of Rs 3800 crore has been made in this supplement for its payment. On 25th December, Good Governance Day, on the occasion of the birthday of former Prime Minister Shri Atal Bihari Vajpayee, the outstanding paddy bonus amount of more than 13 lakh farmers of the state will be paid in lump sum into their accounts.
CG Supplementary Budget: Rs 1200 crore for Mahtari Vandan Yojana
He said that under Modi’s guarantee, he has promised to start Mahtari Vandan Yojana for the economic independence of women. For this, a provision of Rs 1200 crore has been made in the supplementary budget. In Modi’s guarantee, tap water has been promised to every house. Under Jal Jeevan Mission, a target has been set to provide clean drinking water to about 50 lakh rural families through domestic tap connections. To complete the Jal Jeevan Mission in mission mode, a provision of Rs 1230 crore has been made in the state share in this supplementary budget.
Referring to the Krishak Jeevan Jyoti Yojana, Chief Minister Sai said that under this scheme, 6000 units of free electricity is given to irrigation pumps up to 3 horse power and 7500 units to irrigation pumps of 3 to 5 horse power. Presently 6 lakh 93 thousand farmers of the state are benefiting from this scheme. A provision of Rs 3200 crore was already made in this scheme, but due to non-availability of funds, a provision of Rs 1123 crore has been made in the supplementary budget for this scheme. Social security pension amount is given every month by the Central Government to the destitute, elderly, disabled, widows and abandoned women, but adequate provision was not made by the previous government. An additional provision of Rs 307 crore has been made in the supplementary budget to ensure that all eligible people continue to get the benefits of all types of social security pension schemes.
CG Supplementary Budget: Rs 255 crore for National Health Mission
To provide better health facilities to all the citizens of the state, an additional provision of Rs 255 crore 25 lakh has been made in the supplement for the National Health Mission run by the Central Government. Under the order of the National Green Tribunal, a supplementary provision of Rs 250 crore has been made for setting up sewerage treatment plants to protect rivers and drains from pollution. The Naxal problem of the state is a sensitive issue related to the safety of life of the citizens, therefore, under the Special Infrastructure Scheme, a provision of Rs 150 crore has been made in the supplementary budget for the construction of upgraded police stations, outposts and other works in the Naxal areas, so that the police The force can function better and safely in these areas.
